A lot of these come down to which film has been seen more often or which villain is more famous.

Like I have no idea who Max Cady is, for example.

And I'm loosely aware of Goeth, but have never seen Schindler's List.

Also best villain doesn't just mean someone who did the most heinous things in their role. Maybe it was well acted, maybe it was a villain that you watched that scared you when you were younger, or maybe they did something else. There can be lots of different criteria for these

Schindler's list is a GREAT movie, but really sad. But a great movie, it should be a mandatory movie in History class in HS IMO.

Some of the selections in this tournament are not even villains, but had to be included. Biff Tannen was more of a bully than a villain, but most people have seen Back to the Future and love it.
