Foul license plates

How is "ILVTOFU" offensive? The Colorado DMV won't allow "ILVTOFU" because of the last two letters.

The DMV rejected my plates to express my love for certain animals:

Big Love for Ostriches, Whales, Manatees and Ermines

Not sure of the issue, but I instead submitted a different acronym. I will let you know if they take this one:

Eels, Anteaters, Tigers: Mega Enthusiasm
