Rapid City, SD! And it looks like most of the upper midwest is in similar shape. They looked at temps, precipitation and severe weather (i.e. thunderstorms, tornados) and determined which weather stations reported the largest deviations, on a day-to-day basis, from a 20 year weekly average.
