Help: Profile picture

I was trying to change my profile picture and for some reason the file won't download. I got a message saying that

"Your file of 38.7 KB exceeds the forum's limit of 64.0 KB for this file type."

I guess I don't understand how 38.7 can exceed 64.0. I attached a screenshot of the message that was displayed. Anyone know why this might be.

On a similar note, I uploaded a picture for my avatar and CF said it failed. But it didn't.

It said the same thing to me but the picture still worked.
