Can someone define "The Extra Pass?"

There is a college PBP man who is obsessed with this phrase, (I think he did the KU/Texas Big Monday game) and I just heard Charlie Spoonauer use it in the Drake game.

Is there a finite point running an offense where the correct number of passes have been made and if another is made it is "The Extra Pass?"

I am being a bit facetious but I guess my point is that sometimes I think announcers make the game more complicated than it really is-just a bunch of kids playing ball

its just basketball cliche ... if the shot clock goes off it'll change to "they need to look to score" or "go strong to the rim"
