As someone who deals with complaints against neighbors on a daily basis, here is what I would do:
- Contact your City, and ask them what the laws are regarding this. Depending on the City will depend on what department you should talk to, but calling the general number should get you there.
- Before you file an official complaint with the City, go talk to your neighbor and inform him of the law, and let him know if it continues you'll have no choice but to file a complaint with the City. The only reason I tell you to do this is that because 90% of neighbors who get complained upon will retaliate with something stupid on you (i.e. your not storing your trash can by City Code, your fence is leaning, your tree is dying, etc.), so being nice and allowing the neighbor to do something about it before you call the City can go along way.
- Obviously, if there is no resolve, get the City involved.
