I'm far from an expert, but it seems to me that WC refs have been erring on the side of "let them play/play on" more often than not. I wouldn’t go that far as to say the refs rarely fall for it as they do constantly but we also now can give yellow cards for simulation and there have been multipule VAR reviews where yellows given by the refs have been revoked and given to the flopper so that’s major progress.
