It doesn't have to be helmet-to-helmet only. ANY forcible contact with crown of helmet is targeting. They're really trying to get it out of the game.

You hit a guy in the chest with crown of helmet? That is, by rule, targeting.

I'm not saying if it's a good rule or not -- but it is the rule. [shrug]
