I don't hate it for the Spurs. It's a huge gamble for Toronto since there's no guarantee he's anything more than a one year rental. But if it works out Masai Ujiri is going to look like a damn genius.
San Antonio gets a proven All-Star scorer for three years, so they can stay competitive in the West. With Kawhi coming off a serious injury and being free to go wherever he wants after 2018-19, the Spurs had limited leverage. I would have liked it better for them if they had gotten Anunoby or a more lightly protected pick but they were never going to get a king's ransom for Kawhi. To get a top 20-ish player, a first rounder and a somewhat useful big man isn't great but nobody ever gets full value back when they deal a superstar.

Because Toronto is such a marquee destination for free agents? I'm sure he has a backup plan, but there's no way he and the organization aren't doing everything they can to sell Kawhi on Toronto for the one year they have him. The Raptors are one of those teams where they'll only land a superstar by drafting one or acquiring one via trade.
It's a risk for Toronto because the Lowry/Derozan core had won consistently, and the only thing standing in their way had just left the conference. The safe play would have been to run it back one more time to see if they could get over the hump in the East with Lebron gone. I give credit to Ujiri for rolling the dice, but if it doesn't work out then after 18-19 he's looking at a rebuild that could take years.
