You are correct. I am a civil engineer and inspecting concrete as it is poured is part of my job. We are told even so much as a boot print in the subgrade should be raked out so it is perfectly smooth when the concrete is poured. Anything bigger than a pebble and all organic material should be removed as well. Essentially anything that will rot eventually (as most Hawkeye-related things do) and leave a hole beneath the concrete has to go.I am not a civil or structural engineer, but I have managed construction projects and most every subgrade spec. I have ever seen prohibits refuse or deleterious materials. If I were CMing that job for the University, I would be in the Manatt's trailer first thing in the morning with the tweet and spec. in hand. Not sure there is much that would qualify more as refuse or deleterious...
