My guess (and that's all it is) is this Heacock's last year, and they're going to be transitioning throughout the year, getting Rasheed more worked in with LBs and DBs, and letting Paup slowly take over DL.
Pure speculation, but that would be very consistent with the way Campbell has handled things.
I agree that's all consistent with the MO of the program. They could also be looking at playing with some more modern "edge" personnel whether that be big edges like Ike or more of your pure pass rushers like Same. Most places that do this will have a second coach for those edges.
