I sympathize with him 100% as they get away with this too often (they've even gone to the wrong freaking house, tore it apart and then refused to pay for the damages), though I'm concerned about the implications of his response.
The problem isn't specific to these cops, it's institutional, so I would have advised him to attack and expose that, particularly when the legal system protects itself, rather than its victims.
