Tyrod is decent, but are there that many teams that think Rudolph is a potential franchise QB? If there were he'd be talked about in the top half of the draft.
I think Cleveland would be setting themselves up to be drafting another first round QB in a few years in that scenario.
There are multiple teams who think that the top 3 or 4 QBs are real franchise caliber QBs. If Cleveland passes them up for a project like Rudolph, they will be highly criticized.
QB is just too important to an NFL team. That's why every year teams reach for the chance to find one. If you have that #1 or #4 pick and one is available, it's hard to pass.
Hell I heard people saying the Browns should draft 2 QBs at 1 and 4 and let them fight it out. Then trade the other in a year or two.
