That was always largely flawed, but now it’s basically antiquated
The GM skills of the HC were always the key in recruiting, see Hoiberg’s success here, but now it’s basically the job.
Good GM skills and lockeroom culture are difficult to outsource to assistants, and generally must come from the HC.
