It's nice idea, but the obstacles involved make it a monumental task that would take decades to complete.
What I'd like to see in the short(er) term is prevent further airline consolidation (and potentially force some decoupling), and abandon the hub and spoke system the airlines use now. It reduces efficiency, it bottle necks traffic, we see what happens when a hub has weather issues and it restricts competition due to limited terminal spots.
Moving away from hub and spoke opens up competition for smaller more efficient airlines with direct flights to multiple locations providing some flexibility to quickly change routes due to weather or unexpected demand.
The biggest obstacle unfortunately is that it requires the FAA to get their **** together as well.
