Very much in my opinion; and as the treasurer, I get to get creative in trying to make things work. Kind of a shifting of funds from their donated intentions also. I worked for a non-profit for many years and was the irritant to the other management team members with the opinion of, no matter how important or great your work is, if you can't financially survive, the work will never happen.
Church boards often struggle with "designated" donations, where a member wants to leave a specific legacy of themselves that either a) requires installation costs or b) requires maintenance costs, or c) both.

Our neighbors across the way have had Christmas lights on for a couple of weeks now. And they will be up until at least February. Kind of takes the "specialness" of the lights away, IMO.
