Holding your arms straight up while an opponent bull drives for a layup just doesn't work. It does nothing to stop them, and the refs will still call you for a foul if there is any contact.

The same rule application against TTU against Houston was a worse call IMO. Toppin wasn’t even looking at the Houston player in that situation IIRC.
