It's not a bullpen game. It's keeping the top of the order away from Shota to start the game. With his HR trouble, it's the perfect move.
You've got to get 27 outs and it guarantees getting him in to a clean inning with the part of the order he'd probably get anyway.
I'm completely with you that it's hard to wrap your brain around all 27 outs being equally important. Just not how the game was played when we were kids.
It makes total sense with the way Shota starts games. Keep him away from their top 3 the first time through.

You're trying to let Shota miss Tatis/Machado one time given the fact he's been blasted by power righties all year. You use one of your best relievers to try and get through that. A couple soft singles ruined that plan. It happens.
The Arraez hit wasn't soft. You also have to factor in the win is blowing in hard against a team who has been lacking in the power department.

Shota easily retired Tatis and Machado. It's October, you can't be managing scared with your 2nd best pitcher. We'll see if any of these other teams do this, now we don't have a dominate bullpen arm available either.
Comes down to do the right handed bats today with the wind blowing straight in from Center and Right today. Pull it down the left field line feels like where its going to go out today.
That's a close to a tie at 2nd as you could have. Dang-- Busch ripped that too.
