They didn't even know about the investigation. If they really cared about policing their sports they could have gone to the FBI with whatever information to start that process.
We can't count on the NCAA to shut down or severely punish any program - they still haven't put any penalties on UNC for academic violations years ago.
From what I have read this was found by the SEC (Securities and Exchange Commission) during a unrelated investigation. There is no way the NCAA would have found this.

This is a big reason why you should never get upset about a recruit not picking ISU. It's a dirty, dirty game. Not saying we are innocent or guilty or something in between. Just be thankful for the players that do want to be Cyclones.
