Liberty Bowl - WVU

Tennessee just canceled. Sucks to have a bowl game cancelled. Really Oregon keeps it together.
Yeah, that would suck. Probably a realistic possibility considering there won't be fans traveling so no backlash to worry about there.

Army didn't get snubbed. They were the first team locked in this year. The Independence Bowl got cancelled because half of the Pac-12 (and so many others) "opted out" of postseason.
Yeah, I saw a bunch of people mad about this travesty with other schools with worse records getting picked over Army. That's not what happened.

Schools that accepted bowl bids and weren’t serious about playing should get some kind of penalty
I get the sentiment, but what can really be done? These are exhibitions. And given the COVID situation, who wants to invite the bad PR that would result from trying to bring the hammer down on schools that cancel. It would be a terrible look, not to mention, who would be in a position to dole out any kind of punishment?

I think the best you can hope for is individual bowls taking internal notes and passing on teams in the future. Any formal sanction would be inviting controversy.

If it were closer to the actual bowl that makes sense, but they jus tannounced the bowls yesterday and barely 24 hours later they have to cancel?

I guess I'm not sure what Tennessee could have done. The COVID testing schedule set by the SEC occurs on Sunday. They accepted the bowl invite, and as soon as they got the results, they made it public that they had positive cases. It's unfortunate, but how do you punish them for that? What did they do wrong?
