2. Closer to the driver and is the first one your hand touches when you reach. For 1 you have to awkwardly reach over the other which requires more focus/thought not to spill and should be left to the passenger .

If you grab 1, you run the risk of catching the lid of 2.

With 2 you can tilt it slightly towards you an lift it out with no resistance. Putting it back is easier too.
