Some good villains in the RoboCop movies to pick from. Clarence Boddicker in the original RoboCop and Cain in RoboCop 2.0 would be my top choices

I would be remiss to not mention these (being that they are my favorite movies).
Vincent Ludwig (The Naked Gun)
Quentin Hapsburg (The Naked Gun 2 1/2)
Rocco Dillon (The Naked Gun 33 1/3)

Testifying
I don't remember a lot of details from the movie but I remember thinking that Philip Seymour Hoffman played a chilling villain in Mission Impossible III.
Phenomenal in Before the Devil Knows You're Dead.

Maybe if we link superhero villain to actor portraying them but then you have things like with Joker most like Heath, but I prefer Jack.
And then there's Joaquin Phoenix's joker also. What if we agree on a number (maybe 4 or 6?) of these characters that can be included, and then do a public poll or something where we can decide which ones make it in? We could do a couple of play-ins also. 6 characters going after 4 spots?

Here is what is on the list so far (I'll include Nicholson's Joker)...

The Joker (The Dark Knight) *Heath Ledger
The Joker (Joker) *Joaquin Phoenix
The Joker (Batman) *Jack Nicholson
Two-Face (Batman Forever) *Tommy Lee Jones
Ra's Al Ghul (Batman Begins) *Ken Watanabe
Penguin (Batman Returns) *Danny DeVito
Mr. Freeze (Batman & Robin) *Arnold Schwarzanegger
Riddler (Batman Forever) *Jim Carrey
Bane (The Dark Knight Rises) *Tom Hardy
Lex Luthor (Superman) *Gene Hackman
General Zod (Superman II) *Terence Stamp
Green Goblin (Spider-Man) *Willem Dafoe
Magneto (X-Men) *Ian McKellan
Doctor Doom (Fantastic Four) *Julian McMahon
Thanos (The Avengers) *Josh Brolin
Skeletor (Masters of the Universe) *Frank Langella

Joker and Lex Luthor should (in my opinion) get the top 2 spots, we would just have to figure out which Joker to use. And then the 3rd and 4th spot would be play-ins. For example, Green Goblin vs Doctor Doom and the winner gets a 12 or 13 seed. And then something like Magneto vs Thanos for a 16 seed.

Maybe for Joker we just do the name and if can stand for all who have played the role.

I feel like we lose either way. If we eliminate comic book / superhero villains completely there will be outrage. If we include just a handful people will outrage over ones not included.

If you ever do one for TV series villains I've got some good suggestions for that. Looks like this topic is geared more towards movies.

Speak up, people..... Are there any comic book/superhero movie villains that are a MUST to have in the tournament?

On my list that I will submit for the committee, I have The Joker ranked #2 (behind Darth Vader), Lex Luthor ranked #5, Magneto vs Thanos as a play-in for a 10 seed, and Green Goblin vs Doctor Doom as a play-in for a 16 seed.

I think this needs to be for just your regular run-of-the-mill movie villains. Comic book super villains shouldn’t be included. They just complicate it too much.
