Sure they are. Just a smaller market share currently. The birthplace of the credit card is going to take more time. Credit cards never really became that popular in China. It was easier for them to transition.

For those who go that route, people who don't want to pay with credit have many other options. You can use a bank account or if you're paranoid about hacking you can deposit money into your mobile account and pay with that.
