Kobe Webster came from Western Illinois which is low D1 or low-major.

Kobe Webster transferred up to Nebraska from Western Illinois.

WIU is in the Summit League for basketball -- the same as "powerhouses" such as Nebraska-Omaha, UND, NDSU, Purdue-FW, USD, and SDSU.

That is a mid-to-low-ish major conference.

I think they are referring to the player's former program there, not to Nebraska. Nebraska is one of the worst high-major programs presently and historically, but I do not know how you can consider a Big Ten program as somehow "low-major."
