Can't remember where I read it, but I thought it was believed there was 6 schools in favor of expansion, 2 on the fence, and 2 against it. There needs to be a 75% vote for expansion, which correlates to 8/10 teams voting in favor of it.
Oklahoma has been vocal about expansion with BYU and I believe Cincinnati. The Texas schools have essentially endorsed Houston into the conference. President Leath has said the conference essentially doesn't need any more Texas teams and doesn't favor Houston. Pollard has said he's not convinced the conference will expand at this point and nothing would really surprise him.
Personal opinion of what I believe will happen. FOX and ESPN are pushing back against the conference adding crap teams. Even if the Big 12 decides to add teams the networks don't like, take them to court and win, the networks won't want to work with the conference when negotiations come around again. Teams have their own opinions of who should be added, how many should be added, etc. I don't see the conference expanding, even after coming out and stating they were looking into it. No expansion, no new tv deal, no extension on the GOR. The current GOR goes through 2025-2026 I believe.
At the end of the GOR, other conferences will want to raid the Big 12, being plucked apart by the Pac-12, Big Ten and SEC. Wouldn't surprise me if the ISU, K-State, TCU and Baylor (and West Virginia?) walk to the American together or some teams from the AAC come over to a gutted Big 12. Hope I'm wrong, but I think CFB is on the path to 4 super conferences, and with the ACC extending their GOR, I think it's likely the Big 12 is the conference to likely go the way of the Big East.
