Hate to break it to you, but the SEC has no such policy prohibiting 2 schools from one state: Mississippi & Mississippi State and Alabama & Auburn. So OU & OSU are definitely in play for joining the SEC. Also Texas and OU are not bound to be in the same conference. They played each year during the Texas state fair LONG before Texas joined the Big12.

Nebraska - yes I know no poaching so prob not happening
Colorado or Colorado State - Would much rather see CO back and let BYU go Pac 12
Memphis - good location and well funded

I will say one thing about Memphis that makes me hesitate about Memphis was FedEx promised to sponsor the AAC championship game and they never followed through.
They seem to bank off their promises but haven't delivered on one since they went to the AAC.
My four are Cincy, CSU, BYU, and Tulane.
How sure are we that Houston can sustain the success they are having right now? One would have to believe that after Herman leaves, there might be a slight drop off. or a we just basing that off of the fact that Houston has the #4 TV market.
Another thing, why on earth would Texas want another Texas school, they make it that much tougher for recruiting. The argument can be made that they are the 5th best school in the state of Texas right now.(TCU, Baylor, Houston, Tech)

Houston, BYU, Cincinnati and Arizona. You would lose rights to Arizona's home games, but still may be enough money to do it.
Getting a Pac-12 school might be unlikely, but I do like the boldness of it. (A less-likely possibility with similar proactive spirit is trying to land Arkansas).
My choice is Cincinnati, Houston, Memphis, and UCONN, but I think BYU will be one the the teams, unfortunately.

That's the helmet Iowa State had when I first became a fan so I have always liked it. Too bad Iowa State only kept if for two years. I would like to see Iowa State have a throw back uniform game with this 1981-1982 helmet. That would be sweet.

If BYU is football only I say forget CSU and go with UConn. Another opton I would support. I could live with Houston too but think giving each school some dancing partners is better for our long term sustainability.

Also, if any of the following acually would come and there was a real way without blowing up the sanctity of GoR (even if we could we would be giving a roadmap to others, we wont be the ones to blow up GoR if it can be blown up so this is nothing more than a pipe dream) they bump any on the list: Nebraska, Arizona, Colorado. If we could poach off an SEC (unlikely but more likely than the above GoR schools) I would also take any above the original 5 in order of LSU, Arkansas, Missouri, Tennessee, Kentucky, Vanderbilt.

I think Houston and BYU are the safe picks as they are the biggest names out there. I do like the idea of using the time with the current contract to build up a school to a P5 level prior to the next round of negotiations. That's why I think UCF, USF, Memphis or Cincinnati have a chance to be picked.
In a world where poaching is possible go after the weak PAC 12 and get Zona, Utah, Colorado, Arizona St. Then if West Virginia gets mad you can release them to go to the ACC so they can have some geographic travel partners and try to pick up UCLA. Yes I know all of this is absurd but hey we're playing a fun speculation game.
If we are stuck to current non P5 schools, the best of the worst to me are BYU, Colrado St., Cincy, Memphis. I personally would like to see Boise but I have some ties there and get why others don't want them. If we have to take Houston make them kick Baylor out.
