The one crappy part to this is that if all of your tips are on a cc, and you tip out the bartenders (some places also tip hosts) you end up claiming more than you take.

Yeah, the whole tip process is kind of messy. I get the idea of paying for good service, but then the restaurants say that they don't have to pay servers a minimum wage because they make it up in tips, which makes it semi-contentious between the server and the customer if the server thinks they're going to not get paid a fair wage for their work....and then the government wants their cut because it's no longer a gratuity, it's part of your income, and you pay the taxes even though it may get spread to the other support staff, and you can get stiffed because the cook effed up...and on the customer side, it's an ever increasing guilt thing where 10% became 15% and 20% or you're a jerkface.
I'd almost rather see a minimum wage with a smaller 'expected' tip that's not taxable.
Joe's crab shack is trying something similar, but no tips are allowed. However, the time I ate there after it started, the service wasn't great. The server didn't put the appetizer in, took forever with drinks, etc.
