Also even though it doesn't happen often, because punt returners typically try to gain yards on returns, it wasn't controversial and it's just an objectively correct call. If they just would have shown on tv the referee explaining that the penalty was declined rather than Gus and Joel yapping that would have been better.

It looked like interference to me.
They got it right that it touched his arm, but it was interfering e so that shouldn’t have mattered.
I know back in 2011 it was that way. Don’t know when it was the way you described. Supposed to go between the crossbars. Over is not between.
Our ind bowl vs Alabama went directly over and everyone said directly over is no good at that time.
If our independence bowl kick was no good, Iowa’s yesterday was no good.

It would be really easy to have tech determine this. Euro soccer and tennis have been doing it for over a decade on far more complex things and for games that have a tiny fraction of the profit of college football games.
Some of the stuff with var in euro soccer makes the nfl and college football look like we are cave men.

Having Gus or Joel simply explain that the penalty was declined, and why, was a basic function of a game broadcast that they just didn’t do.
Gus doesn’t do that for 90% of play descriptions. He just yells last names until the whistle blows.
The rulebook language going back to at least 2000 is "between the uprights."
The interpretation of that language, as ISU fans have seen firsthand several times, has consistently been over=out.

#6 the angle on TV was from beyond the line of scrimmage so the angle of the shot made it appear more backwards or less forward than it was, never showed any different angles. At the game I wasn't worried about that one at all.
I tried watching the hash marks on the disputed lateral/backwards incompletion. I am biased, but it looked like it went about half a yard forward. Definitely didn't go backwards, but was closer to a lateral than I thought watching it live.
A call I hadn't seen mentioned was the bail out DPI on our LB on the first deep shot they took. He definitely made contact, and wasn't looking back, but that ball was nowhere near catchable. The WR intentionally stopped to cause the contact and get the flag because he knew he had no play on the ball.

Don’t give Hassel too much credit. He may agree the muffed punt call was bad, but he also thought Rocco was short on his first down run on the winning drive.

I looked at the NCAA rule book; it only says the ball must pass “between the uprights,” as you said - and the approved ruling/interpretation section doesn’t cover the topic at all.
Official review training videos make the statement that “the entire ball” must pass inside the upright for the kick to be good; but if the kick is higher than the upright, it’s not reviewable (so if the ball passes over the top of the upright and the official signals it’s good or no good, that’s the call, it can’t be reviewed).
The NFL rulebook clearly states if the ball is above the uprights, the entire ball must be inside the outer edge of the upright for it to be good. If any part of the ball is outside the upright, it’s no good. This seems to essentially be the same rule as the NCAA, but it’s made clearer.
If you like your program getting gobs of tv money, the commercials are the main way they get it. I don't like it either but it is what it is.
