When do you consider an opinion 'Dumb'?

To say something said is dumb is not an insult.

It means optimistic but often in a sarcastic way like “good luck with that actually happening”.
For what it is worth I mostly use the rainbow to earnestly express optimism (though very rarely it is sarcastic).

As for dumb, 99.999% of them have been used on one poster who is notorious for “dumbing” everything without engaging. So I guess it is mostly to express pettiness on my part.

The other .001% is for times people seemed to be willfully misunderstanding/misrepresenting something.

Yep and we all know which one. Never adds anything. Just goes around dumbing peoples posts or doing the laughing emoji and non funny stuff. Childish stuff

I’ve gotten 456 dumbs. Some are from posters that you disagree with on something and then they will dumb every post of yours for the next couple days. Junior High level there. I probably haven’t seen all I’ve received since when I notice they do that, I place them on ignore because no reason to interact with someone who acts like a child.
Spite-dumbing? Weird
 
One thing that is 100% worse than getting a dumb emoji is the people who then post at the person who dumbed the thing they said, " Why did you dumb my post?"

This happens an incredible amount on here.
