I really don't understand the NCAA rules when it comes to foreign players. It seems like there is more scrutiny on them being eligible to play than US kids.

AMES, Iowa - Iowa State women's basketball recruit Julie Vanloo is working toward attending a college in Belgium for the 2011-12 academic year with the hopes of attending Iowa State in the near future.
"We have been informed by the NCAA that Julie has not been cleared to play basketball at Iowa State during the 2011-12 academic year," Iowa State head coach Bill Fennelly said. "Throughout the process, Julie has maintained her passion about becoming a Cyclone. She is looking into the possibility of attending a college in Belgium which would allow her to attend and play at Iowa State in the near future."
Per NCAA rules, Vanloo, a native of Oostende, Belgium, would be eligible to attend Iowa State in the future provided she meets academic qualifications for international transfer students. Vanloo would be a freshman student-athlete in 2012-13.

I think Ms. Hooker (as in Desiree) graduated last year from Texas.

I don't think grades were an issue with her, so I'm guessing maybe the NCAA decided her coursework failed to meet one of the core course requirements. That's just my speculation.
It should be emphasized that unlike the situation with a certain German MBB player who shall remain nameless, Vanloo would still have four years of eligibility remaining. This basically just pushes back her eligibility one season.
I wonder how this affects her LOI? Does she sign a new one in November? It seems she's high on ISU and will come here if she comes to the US, but part of me is slightly worried that this development could re-open her recruitment to other schools. Also, does that mean Fennelly can't speak publicly about her anymore once the school year starts and she isn't enrolled?
Since she can't sign this year, she is free to start the process from scratch. She could choose to go anywhere next year.
