I agree -- the intent of the rule is to prevent excessive celebration / taunting before a player gets into the end zone, so in the Iowa State vs. Oklahoma State case, the flag seems a little ridiculous. I remember worrying when Darius Reynolds held the ball out (I believe vs. UConn in 2012), and I was worried they may throw a flag and bring it back, but we lucked out on that one.
Actually found the highlight there:

It was taunting by the letter of the rule, I get that, but how about the refs gathering together and if they have to look at the replay to make sure that X was really trying to show up an OSU player or there team?
This is just like the helmet to helmet rule, if you call it every time the defender brushes up against helmet of the kid he is tackling, half the defense would be kicked out each game, from both sides.
Gather, review the play, and then pick up the flag. X never looked back, did not show the ball to the defender, just high stepped one stride on his way into the endzone. At worse the official should have come over to him and warned him, but not thrown a flag.
The worst part of all this is it overshadows an incredible day by Hutch. He likely earned himself a lot of money with that performance on a big stage. They'll show those highlights in his draft reel.

It's unsportsmanlike conduct -- and that exact situation is in the rule book. Just run into the ******* end zone and drop the ball.
Three times right? I will have to check the replay but I think we went to Hutch 3 times there.Bingo. It’s a simple matter. He did not do anything worthy of drawing that flag. A it wasn’t even close.
Worked out well in the end for us though. I love how we went right back to Hutch.

My biggest issue is with the rule itself. That should NEVER take points off the board even if he did a cartwheel and 3 back flips. Call the 15 yard penalty and enforce it on the PAT or kickoff and move on. Erasing points for that is crazy.
FWIW I know we benefited from a call like that in the Alamo Bowl and I thought it was stupid then too.
