Mexico fans did it against Costa Rica too and the game was stopped for a moment

Weird, in my mind it's a crime that penalty wasn't awarded live, he Cobra Kai'd and swept the leg, never touching the ball. Seems textbook to me.

Regarding penalties, does the ref have discretion to decline a foul/penalty if the attacking player plays a ball well ahead of himself (and likely will not catch up to it to have a scoring chance) but still is technically fouled?
