The penalty itself is horse ****. It's the Donovan McNabb penalty. Horse collar should be aloud. It's ******** that they made that tackle a penalty.

Based on the replay, it was a horsecollar. But it wasn't the "Roy Williams Leg Breaker" type tackle, it was the "hand slipped from the shoulder pads to the collar" tackle. Tough break, but that's the rule.
