Not true. Perlman (NU Chancellor) voted as well.

Read that article. It debunks 90% of the misinformation on NU's move and it's straight from Perlman. Huskers weren't looking until tipped off that UT looked around.
Here is the timeline:
Dec 2009- Big Ten announces it will consider expansion
Late Dec- MO Governor lobbies for Mizzou to go
CU AD reaches out to PAC10 due to Gov's comments.

Larry Scott pitches Pac16 idea to UT at the national title weekend in Pasadena where UT was participating. It's very likely they tried to pair UT and CU alone but UT balked at that.
Why would UT look at that point? TV Deal. If the TV deal lost it's 2 biggest markets outside of TX (Denver & St Louis) there were concerns it wouldn't be competitive.
NU ends up stealing the Mizzou spot and CU leaves. TV guys show the money will be there and UT recommits within 48 hours. All 3 other offers from the PAC were contingent on UT per a radio interview with the Tech president in 2011.
The crazy money from LHN was not what brought them back though. It was expected to MAYBE get 3mm after an expensive startup.
