This most likely a 2017 stat which is benefiting from the stock market gains and a new CA tax increase. CA has one of the most volatile economies in the US and has long been in the red. The fact that CA leads the nation in the poverty rate is a real concern if the market doesn't remain strong.
You’re consuming some false info. CA has the strongest economy in the US and is nowhere near the worst in terms of debt to GDP.
FWIW I think the proposed law is dumb and will go nowhere, but it’s important for all of us to point out false propaganda when we see it. If you want to describe 70% of US states as ‘broke’ that would make sense in better context. To single out CA is a common but very false narrative.
