Well the CFP could set the rule if the conferences agree to it. They all agreed to have a spending cap and as Pollard said, spent millions of dollars to start the CSC. So all the conferences seem to at least WANT rules. Make access to the CFP the way to enforce it.Problem is the NCAA doesn’t control the playoffs.

Say Ariz State plays TTU and loses. That loss keeps them out of the playoffs but then the NCAA wins on appeal and vacates the win. That part probably doesn't matter since the NCAA doesn't own the Playoff.
