IMO, not B1G, but instead Fox. They opened up the B12 thinking 4 would join at a discount, and then be able to get OR/WA on the cheap because of desperation. It wasn't so much as a bluff, but rather a smart strategy cause there's no real losing here on their part. If the extra 3 to B12 doesn't happen, they save on both the B12 and B1G expansions. But, they were still looking for the cheaper additions for the current contract period.The b1g played OR/WA just like they played Mizzou.
