So that would mean step 2, his action in that room would have to be Observe if he was an Inno

1) Cafeteria --> O2
2) Observe
3) O2 --> ???

So he went to O2, Observed, and left without doing any tasks?

He could've done a task right? He never said he observed someone in the room. You have a 50/50 shot of seeing someone as you enter/exit

The kill cool down would be until the next day since only one day kill is allowed each day.

As a group the imposters can only kill one person each day phase. That’s the “cool down”, limiting it to one per day as a group.
