It was an update from just yesterday so I'd be surprised if anything changes soon as far as testing requirements. It also doesn't say you shouldn't be tested if asymptomatic, just that you don't technically need to be tested.
It is a true recommendation, but it makes zero sense. On one hand it will drive the overall cases per day down, but drive the %positive rate up, so it just seems weird and irresponsible.
Wow according to Statefan10 I don’t know my own son and his friends. But yes I implored to go get tested.

People are starting to pile on the U of Iowa for how bad they have handled returning to campus.
Am I the only one that is starting to question who the eff is in charge over there? I mean between the athletic issues, the management of capital projects and now administration of students. What an embarrassment for the “flagship university” of Iowa.

What?! That is like the bare minimum stuff the university should be doing.
TCU’s COVID-19 cases more than quadrupled in a week. Current outbreak is over 250.
State data says Johnson County was at 25% positive yesterday. Above 20% every day since 8/22, 16.8% 14 day average.
Then again Story County isn't doing great either unfortunately. 28% positive yesterday, but that may be more of an outlier since on 8/23 it was down at 7%. 14 day average 9.7%.

Now if the Gazette had piled on the racist culture of Iowa football maybe things would be different
It's a disturbing time to be living in a college town.
Where I'm at we have had hundreds of new positive student cases in just the past two weeks. And while it's starting with the 18-22 year olds, that is going to spread into the rest of the community, which being of all ages is going to be at much higher risk than the undergrads themselves.

It's going to be really difficult to have a football season folks. I guess if the players can remain negative amidst all these positives it can still happen, but it's breaking out on college campuses all over the place.... just as most anticipated it would.
