I actually think Michigan is likely one of the relative good guys in all this. Or at least they have some semblance of a moral code, certainly compared to OSU and others.Couple reasons starting from the fact that Michigan has more money then just about anyone else so they don’t need it and more importantly Michigan wouldn’t want to do anything that helps OSU which this would.

Michigan is one of the big dogs in athletics that doesn't let the athletics tail wag it. Notre Dame is probably in that camp too. I think if Notre Dame led some kind of altruistic "let's make this make sense for the good of all" crusade, they might - just might - get a couple of the big brands to come along (Michigan, maybe USC?). Along with ALL the middle and smaller schools, that could be enough to make something positive happen.

Every conference has some stinkers when it comes to fanbases, attendance, etc. Arizona is 3-0 and can barely draw 40k to their home games. They've also generally expanded with schools that really don't care about college sports and were added because they could make the other schools more TV money given the landscape of the time.
