WTF "Why The Fence?"

In the Des Moines metro, there is a brand new chain link fence that runs along the south side of Beaver Creek between the Des Moines River and the Merle Hay exit. And I believe that I saw a similarly placed fence south of the metro near Raccoon River and I-35. Other than attempting to keep flood debris off the interstate I have no idea why it was installed. I am guessing others know the real answer, so my question, why the fence?

I have noticed that, too. I have no specific knowledge, but my speculation is likely an issue of safety.

I assumed it was a deer fence. I'm guessing it's around 6ft tall, hard to tell driving by though.

Is this near a bike trail? Is the city trying to avoid liability and accidents will dummies and kiddos getting lost in the river, especially when it gets high and raging?

No bike trails or sidewalks near the new fence. Barely anything in that area at all other than Beaver Creek and the interstate.

They just did the exact same thing between Ames and Nevada on HWY 30. MILES AND MILES of chain link fence for no apparent reason. It has to be for deer. There is no water in the area.
