I've see "1/4 turn" valves that alternate on/off every 90°. The internal part is just a shaft with a hole drilled through it. But those usually spin round and round. If your handle is limited to only 180° though, I'd guess one extreme is on and the other is off.
Agreed, looking at this and a few other Robertshaw manuals it looks like if OFF is pointed towards the inlet pipe connection and ON is pointed towards the body of the valve, the gas is on. With an intermediate position for lighting the pilot light.
