You cannot voluntarily take a redshirt year (and compete, no less), and then get another medical year on top of it.
I don’t think this is true. Michael Kemerer will almost certainly get last year back for a medical redshirt. That’s the only year he’s missed from injury.
 
Please show it. Seth Gross also just got a year back and only missed one due to injury.

This is currently his 6th.
Cassar also wrestled his redshirt year, missed 2 years and is now getting both of those years back. He will have 7 years to wrestle 4 if he decides to take them both.

Then the committee who is supposed to decide these things is randomly granting waivers whether or not they're deserved.

Got this from an article on 247 Sports from April 2018 , same time they changed the other redshirt rules.

....The NCAA Division I Council has approved the rule that would allow student-athletes to receive a medical redshirt even if they used their redshirt in their first year. Previously, the NCAA only granted a medical redshirt if the student-athlete hadn't already redshirted....

Everything you posted was the practice until about 5 years ago when the NCAA changed and started handing out 6th years like Halloween candy. Heck, Kempt got one simply because he wasn’t a starter at his prior two schools. As long as academics are in order, 6th years for missing a year for injury is now a slam dunk.
