Pretty sure you’re right about the time. As far as why it became a thing, don’t it get routinely selected as the fan choice song in the 3rd quarter, and so the AD just kept using it?
 
I think it went from a 3rd quarter song to celebration song around the 2011 okie state game. Maybe? It was a problem for a chunk of the fan base that @ChrisMWilliams probably talked about it for a few years before it got changed. Let’s search the cf message boards.
 
Late 2000s or early 2010s. Someone decided we needed a silly stolen tradition that would cause us to lose most of the games in which it was played. Lo and behold, Sweet Caroline was born.

Dug up some old threads and it looks like it became the official victory song in 2018, but it has been around close to 20 years.

It became a thing after I graduated. I live out of state and rarely get to attend home games. Attend away games in my area. When I see Sweet Caroline played on TV after an ISU victory, I hate it. Never understood what it has to do with ISU.
