Part of the problem for Cleveland was that LeBron was so good right away that Cleveland was never really bad once they got him. They won 35 games his first year there and never had a pick higher than 10th while LeBron was there. The Thunder being terrible for Duran't first couple years allowed them to rack up high picks and get him help in Westbrook and Harden, Cleveland never had the chance to do that. Their front office also made a lot of mistakes early on like you mentioned and it took them a long time to dig out from some of those awful contracts.
