P4 schools?There will be numerous schools who don't spend $1M on their QB.

A year ago my fave was Ryver Peppers. What a story and that young man has perserved, and excelled! He's one tough, resilient human being.

P4 schools?
Obviously you don’t want to spend 7% of your budget on 1 player, but don’t starting NFL QBs command way more than 7% of the salary cap?
A school paying $5M for a QB would need to have an NIL budget of $72M+ to keep it under 7%.
PSU would need to be at $43M if Rocco is getting $3M.

Well there are plenty of kids at small schools capable of stepping up and helping a team win at the power 4 level. There are also plenty of guys who will get paid way more money than they're worth simply because they've had some success at a P4 school. Give me somebody like Exline who looked the part putting up monster numbers in D2 any day. I'm assuming he's grateful for the opportunity and hungry to prove what he can do at the highest level.That the only two commits from the portal are D-II kids doesn’t give me a warm fuzzy feeling.

Could be. He was making 6 figures in outside deals at Iowa State so those would knock a portion off it.If they’re giving $5m to a QB, they’re exceeding the $20m limit. So that $5m deal has to include outside deals. That’s been the trend where the school is setting up these deals now and promising that money just like it was from the internal NIL dollars.
Just look at Kiffin’s contract. LSU guaranteed him $25-30m in NIL funds. If the clearinghouse were a real thing, they’d have been on the phone asking for details on how that works. But those limits don’t matter at all.
