Campbell is smart enough to go after the best players he can get. So that means ISU players he knows and portal players from around the country. He has the budget, so it's not like he's going to rely on ISU players to be a 10+ win team.
But if Campbell can keep the existing Penn State roster largely intact, he's starting from a high floor for a new coach.

That’s true and fair. But also errant thinking on their part. Because they’ll have an exodus in the transfer portal too and only signed 2 HS recruits. They’re going to have holes everywhere

There will definitely be more, but if Rocco stays then I could see a lot of the other kids follow his lead. And I think Rocco will end up staying.
Rocco was in the girls locker room and that's a good sign? I tried that once in high school and got into a LOT of trouble.

Plus MIchigan's Moore getting canned is the first domino of more coaching changes, so more 4/5 HS kids considering a new school. And if there's any traction to Freeman leaving the Irish for the NFL another wave of 4/5 on the market.
Campbell will be just fine.

In addition to what's been mentioned about just needing bodies, you can't possibly think that a number of ISU guys would be unable to compete or contribute (perhaps even significantly so) at that B10/title level, can you? Brahmer, for instance, is a stud ANYWHERE.
He also doesn't need to win a title his first year. He will have a chance to build.
Chatman, Morrell and Tenbrock have all decommitted. Only 5 kids in the portal so far but the recruiting class is really going away quickly.
