Well there they are calling the bump on the outside, after the ball is already loose. Followed by the rebounding foul... So looks like you are right. Maybe it is just when the officials get tired and want to catch their breath.

It is the problem with letting physical play go, is some stuff you have to call, and then you look inconsistent making one call, after letting so many other potential calls go.
