Sounded to me like they weren’t eager to let everyone know they were incompetent enough to have a serial killer in their midst for decades that they never knew about.
Gonna guess the sheriffs spent 30+ years glued to a bar stool and couldn't be bothered?
From the article, it sounds like no one wanted to deal with this guy, even law enforcement.
They almost have to dig it up at this point. I'm skeptical of her story. I heard she's a lunatic too.

I grew up around Hamburg. It is VERY rural down there. Very easy to disappear. I could easily see this happening. A number of the folks were "different".
Probably constitutional sheriffs just picking and choosing what laws he will enforce. Local decisions and all that.

And I imagine he was able to paint his daughter as just some "troubled kid" (and, given what she went through, she very well may have been!) so that the police would view her claims with skepticism.
Unfortunately, one of the biggest allies some of these serial killers have is police incompetence. Look at Dahmer. Or the situation going on down in KC.
