Most traditional college students don't have the "quantity and quality" of education that the degree is supposed to represent because the assessment isn't trustworthy. Basically this allows the school to charge less than for a class, but make money with very little manpower spent. It is like printing money for them.
 
It proves that universities are in the academic credential business, not the education business! They make their money, not by offering instruction, but by giving credit and degrees for the learning they assess (sometimes well and sometimes not so well).
